Your telegram No. 467 of 26th April: Hong Kong University medical students.

General Medical Council have agreed that if a scheme can be devised whereby Hong Kong University degrees can be conferred on students in question they will continue recognition under Section 13 of the Medical Act 1886 provided that the Executive Committee of the Council are satisfied that the methods of examinations held in Free China and the standards of proficiency required from candidates are such as to furnish sufficient guarantees of the possession of the requisite knowledge and skill for the efficient practice of medicine surgery and midwifery.

2. For this purpose Secretary of State for the Colonies is prepared to advise the making of an Order-in-Council to provide for the constitution of a body to which would be temporarily transferred such powers held under Hong Kong legislation by the authorities of the University of Hong Kong as are requisite for the conferment of degrees. Degrees to be so conferred only on candidates who had spent two years at Hong Kong University before Japanese occupation.

3. Before proceeding with this proposal Secretary of State for the Colonies would wish to be assured that there is reasonable prospect of requirements of General Medical Council being satisfied. For this purpose Dr. Gordon King should be requested to transmit for consideration:-

(a) Conditions on which Colleges in Free China are reognised as Grade A under Chinese Ministry of Education. Copies of relevant regulations should be sent if obtainable.

(b) Particulars of present curricula (including periods of study required in each subject) and examinations (including full details of final examinations) in each College concerned.

General Medical Council would also welcome certificate by Dr. Gordon King that in his opinion the present curricula and examinations in each College may properly be recognised as substantially equivalent to those of Hong Kong University.
